If you liked "That time I was reincarnated as a Slime" you may like this. Its very similar in the development and management side. Its not very inclined to the warring and action though there are action sequences.

So a young girl gets isekai'd into a new world by "God" and she has to start over from level 1 but with a bear costume which grants her OP abilities, as expected.
Slowly she gets renown and starts building a business empire and uniting the country.

Its a decently good anime and I would recommend the watch it has nice humor and a nice story.
