Hell Girl really made a change for its seconds season. First of all its side stories, although they become more childish (the hold grudges at the silliest reasons), are more interesting that the one for the first season. That is because contrary to the first season on this one you don't know who will be the one sent to hell at the end or even who will be the one pulling the string. In short, side stories are less predictable.

The main story suffers thou. The season focus more on the sides stories than in the main one. For the people that found the first episodes of the first season repetitive, they may find this season boring. The side stories are much better but at the end you are left with a sensation that the story is going nowhere and you are sorta stuck on the same place. If you are more interested on the main storyline I will recommend you to watch episode 14 and 21-26; all is concentrated on those few episodes. If you enjoyed the side stories on the first season you will have a great time on this one.
