The saying totally applies to this anime. Brilliant animation and setting but terrible entertainment and story. Very very drawn out. The first 4 episodes are pure garbage. The anime is saved by it's Animation and settings only, which is brillaint. Very detailed animation and the whole futuristic setting is very well done. But that's the best it has. The characters are far from being intriguing with cliched stereotypes.
Overall an anime with excellent animation but underwhelming storyline. Watch it if you have time, but I don't recommend it if you want an entertaining one because it has 0 entertainment.
